Human Capital and Training Solutions (HCaTS)

HCaTS and HCaTS Small Business contracts are the result of a partnership between the Office of Personnel Management (OPM), the central human resources planner for the Federal Government and responsible for the successful management of human capital across every agency, and the General Services Administration (GSA). These jointly managed multiple award IDIQ contract vehicles support OPM’s Training and Management Assistance (TMA) program and provides customized human capital management and training services across the Federal government. The HCaTS contracts provide a fast and flexible way to obtain total solutions for complex human capital and training services requirements.

The scope of HCaTS is organized into three Key Service Areas (KSAs) supporting customized training and development services, human capital strategy services, and organization performance improvement. The base period of performance for HCaTS is September 26, 2016 through September 25, 2021, with a 5-year option period beginning in 2021. With an $11.5B ceiling and a contract structure providing maximum flexibility and control, HCaTS users have ability support long term planning for complex human capital and workforce development requirements.
